Cookie banner in South Korea (PIPA)
South Korea's PIPA requires explicit consent before collecting data via cookies — simply notifying users and letting them opt out after cookies are already set isn't enough. A February 2026 amendment introduced the world's highest penalty ceiling in this space: up to 10% of annual turnover for severe violations.

What PIPA requires
- Explicit opt-in before non-essential cookies are set — after-the-fact opt-out doesn't count.
- Since April 2025, the privacy policy must concretely describe how to block or refuse cookies and targeted advertising.
- Standard fines up to 3% of annual turnover; aggravated fines up to 10% since February 2026.
